“Unmanned aircraft systems — or drones — have been a hot topic in recent months, especially in light of the Federal Aviation Administration encouraging businesses seeking to use them to file for exemption under Section 333 of the FAA Modernization and Reform Act of 2012. However, often promoted as a panacea, the FAA’s guidance may in effect run counter to Congress’ mandate that the FAA accelerate integration of such systems into the national airspace system before completion of the integration plan and rulemaking.”
